Someone called it a dog rescue. Pierce County deputies called it deplorable.
When animal control arrived at a Puyallup property on September 21, they found 15 dogs locked in small crates inside a garage with no food, no water, and signs they had been confined for extended periods. In a second garage, two cats had gone without proper food or water for approximately five days.
What Deputies Found
Both garages were part of a property allegedly being run as an animal rescue. The people running it had no kennel license and, according to investigators, no resources to properly care for the animals.
Two of the 15 dogs had visible injuries.
On September 22, deputies obtained a warrant and removed all 17 animals. They were transferred to a licensed rescue where they are now receiving food, water, and medical care.
The Licensing Rule That Was Ignored
As KOMO News reported on the Pierce County seizure, Pierce County limits households to five dogs and cats combined without additional licensing. Operating a kennel, rescue, or foster program beyond that threshold requires a permit.
Running an unlicensed operation of this kind in Pierce County is a misdemeanor under county code. Animal cruelty charges have been forwarded to the prosecutor’s office for review. No charges have been formally filed yet.
The pattern is familiar. When 42 Westies were found stacked in crates inside a Marysville trailer, that case was also forwarded to prosecutors and those dogs are still waiting to be adopted while the legal process moves.
This Has Happened Before in Pierce County
One year ago, in September 2025, Pierce County Animal Control seized 27 dogs from a Midland home after complaints about overcrowded conditions and nonstop barking. Two dogs were found dead on the property.
That case also ended with charges forwarded for review. The sheriff’s office said the same thing then that it’s saying now: if things get out of control, ask for help before it reaches this point.
Why This Matters
Some of the worst animal welfare cases start with good intentions. Someone takes in one dog, then five, then fifteen, and at some point the animals stop receiving adequate care.
According to the ASPCA’s animal hoarding overview, it can be difficult to distinguish between legitimate rescuers and hoarders and by the time the difference is clear, animals have often been suffering for months.
